GTC consultants provided systems development and modernization support to the Department of Treasury, Office of Foreign Assets Control (OFAC), Trade Sanction Reform and Export Enhancement Act of 2000 (TSRA) Program.
TSRA mandates that the Office of Foreign Assets Control (OFAC) regulate the sale of agricultural commodities, medicine, and medical devices to nations with whom the United States has sanctions (i.e. Iran and Sudan). The increased use of sanctions in foreign policy increased both the workload and demand of the largely paper based process used by this program. As the number of licenses and entities involved in each license continues to increase, OFAC recognizes that the efficiency, reliability, and security demanded of the program require capabilities beyond the Microsoft (MS) Access-based TSRA Desktop Application. It is for this reason that OFAC needed to modernize the TSRA system used by the Licensing Division. The goal of this modernization effort was to reduce data entry through the electronic submission and sharing of data, automate the current workflow through enhanced application logic, and increase reporting and security capabilities by moving the application to a more robust platform.
The modernized TSRA system was developed and implemented in multiple releases. Release I provided adequate functionality to move the program from the legacy TSRA system (MS Access-based) to the new modernized TSRA system. Releases II provided additional capabilities to the system that included increased reporting capabilities, a public-facing online application submission platform, and interfaces with other government agencies such as the Department of State and the Department of Commerce and the ability to search problematic entities against monitored list.Back To Projects
